LAYOFF AND WORK REDUCTION GUIDANCE FOLLOWING "STAY HOME" EXECUTIVE ORDER 2020-21
The effects of coronavirus around Michigan have caused many employers to close operations, and either reduce staff hours or lay off staff. The parishes and schools of the Diocese of Marquette are facing the same difficult decisions. Please refer to the memo found in Addendum #1 for guidance on how to take these steps. If you have questions regarding this guidance, please email Tim (email@example.com) and Carol Parker (firstname.lastname@example.org).
Parishes are also reminded to inform employees that have been laid off or are working reduced hours that they should use the Addendum #2 unemployment notice form to file claims. Please note that employees must use the federal identification number provided on this form instead of their parish identification number in order to file claims.
Employers should also note that the government has set a deadline of April 1, 2020 that triggers FFCRA benefits in some cases. Additional information on FFCRA benefits can be found in Addendum #3. Note: There are six ways to qualify for the FFCRA benefits, but the current stay at home directive from the governor is not one of the six.
SMALL BUSINESS ADMINISTRATION LOANS THROUGH CARES ACT
Parishes and schools in need of financial assistance may now apply for CARES Act funding from the Small Business Administration. Please find the necessary form to complete these applications attached Addendum #4. This information can also be found by visiting the diocesan website at www.dioceseofmarquette.org/response and clicking on the Parish-School Financial Assistance tab. Please also find the attached sample application form (Addendum #5).
Please note that parishes and schools must also include the attached Addendum A (Addendum #6) to loan applications.
Once copies are completed, signed, and reviewed, the applications should be sent to a local SBA Participating Lender. Please click here to find a participating lender in your area or use the attached list of Michigan lenders (Addendum #7) (as of April 6, 2020).
Note: to complete the “average monthly payroll” field, parishes and schools will first need to access the “I have 2019 Payroll Costs” report from Paycor. 1099 employees should be removed from calculations.
Parishes and schools will then need to add monthly health and retirement costs to calculate total monthly payroll spending. Please use the spreadsheet showing health and retirement costs (Addendum #8) for diocesan parishes and schools for your calculation.

The diocese is also working on a supplemental lending program that will provide low interest to funds to parishes and schools in need during the closure. More information on this program will be provided as soon as it is available.
PAYMENT SUSPENSIONS FROM APRIL 1 - SEPTEMBER 30, 2020
Parishes and schools experiencing financial strain from the effects of the coronavirus may defer payments for needy parish loans, hymnal loans, rents, UPCSA balances, U.P. Catholic subscriptions, and service agreements between April 1, 2020 and September 30, 2020.
Please note that diocesan staff will continue to bill during this period. Parishes and schools are asked to continue payments for these debts and services if they are able to do so.
CANCELLED: PARISH AND SCHOOL SECRETARY/BOOKKEEPER WORKSHOP 2020
Due to the continuing stay at home directives and recommendations, the Parish and School Secretary/Bookkeeper Workshop, scheduled to take place on May 7, 2020, has been cancelled. We are considering rescheduling this event for later in the year and will provide more information as the current situation progresses. Thank you all for your patience and understanding during this time.
2020-21 BENEFIT AND INSURANCE RATE INFORMATION
An estimation of the 2020-21 Benefit and Insurance rate information can be found in Addendum #9. Michigan Catholic Conference will release final insurance rate information to parishes and schools by early May 2020.
POSTPONED: ST. JOSEPH ASSOCIATION (GOOD SHEPHERD SUNDAY) COLLECTION
The annual Good Shepherd Collection to benefit the St. Joseph Association will be postponed. The collection was originally scheduled to be taken up the weekend of May 2nd/3rd in all parishes.

#IGIVECATHOLIC RE-OPENS ONLINE GIVING PLATFORM
Some of our parishes have their own online giving already set up. Some do not. Either way, all can reap the benefits of #iGiveCatholic as an online giving option. In cooperation with iGiveCatholic and GiveGab (the platform provider) we are working to respond as quickly and efficiently as possible. Visit the diocesan website response page for parish giving resources. Visit https://marquette.igivecatholic.org/ to find your parish, school or ministry, and past the direct link to your parish page into e-communications.
IMPORTANT: We urge all parishes to enter their own bank account data, so that donations can be deposited directly to your account. If you have not yet entered your parish bank account data into the GiveGab system, please know that the diocese is currently your fiscal sponsor. You will need to complete this JotForm and contact Angelina at firstname.lastname@example.org to “unlock” your bank account page so it can be changed.
