CHRISM MASS, TUESDAY, MARCH 23, 2021
This liturgy is scheduled at 3:00 PM EDT, at Saint Peter Cathedral. A memorandum from the bishop will been sent to the priests of the diocese by email and will include a registration / attendance form to be completed on-line.
 
Each pastor of a parish or group of parishes may invite one delegate to represent their parish or to represent the group of parishes that are linked (one delegate per pastor). Attendance will be limited to active and senior priests and the delegates. Please look to your email for the memorandum in February 2021.
 

TEACHING THE FAITH
The Fellowship of Catholic Scholars has made available to clergy a website feature periodic newsletter, free of charge.  Each monthly installment of Teaching the Faith makes use of the scriptural readings for a given Sunday in order to provide clergy with assistance in preparing homilies on doctrinal topics, difficult and perhaps controversial subjects of current importance, and themes in Catholic prayer and spirituality. The website may be found at:  https://www.catholicscholars.org/TTFlist.php.
 

WEEKLY WEEKEND MASS ATTENDANCE COUNTS
Please continue to input your weekly weekend Mass attendance counts (for all Vigil and Sunday Masses combined) each week.  The weekly Mass Attendance counts will give us a baseline for our Mass attendance as we work together to increase Mass attendance through evangelization efforts discussed in Bishop John’s Pastoral Letter on Evangelization, entitled:  “Transforming Fire: A New Pentecost to form Spirit-Filled Evangelizers”.  If you have any questions, please contact the Office of the Bishop at (906)-227-9115.   Weekly Weekend Mass Attendance Counts Form Link.
 

DIOCESAN PRAYER CALENDAR
A diocesan prayer calendar is available for 2021, which contains the names of our priests, deacons, women religious, seminarians, parishes and general intercessions.  Join us in praying for our dedicated religious, as well as the parishioners of our parishes.  Please see refer to Addendum #1 for the Diocesan Prayer Calendar 2021.
 

MASS STIPENDS AND MASS INTNENTIONS
Just a reminder:  Any parish that has more Mass intentions and Mass stipends than they can satisfy in a year should send the Mass intentions and corresponding Mass stipend check to the diocesan office c/o:  MaryAnn Bernier, Office of the Bishop, 1004 Harbor Hills Drive, Marquette, MI  49855   You will receive a letter acknowledging our acceptance of the responsibility to see that the Mass intentions are celebrated.  The Mass intentions and stipends will be distributed to senior priests of the diocese who celebrate Masses or may be distributed to parishes who are in need of Mass intentions.  (Canon 953 No one is permitted to accept more offerings for Masses to be applied by himself than he can satisfy within a year).

RITE OF ELECTION
Registration for the Rite of Election and Call to Continuing Conversion is now open. Please fill out this form even if your parish will not be attending. You can register by clicking here
 
The Rite of Election and Call to Continuing Conversion will take place on Sunday, February 21, 2021 at St. Peter Cathedral at 3:30pm ET. Inform any catechumens or candidates in your parish to put this date on their calendars and plan on attending.
 
Due to the COVID-19 pandemic the number of attendees from each parish will be limited to ensure the Bishop’s COVID safety guidelines will be followed including masking and social distancing.

2021 SPRING CONFIRMATION REGISTRATION OPENING SOON
Due to Covid-19 restrictions it is likely that more than one celebration per vicariate will take place in the vicariates depending on the number of candidates seeking the sacrament. The weekends for the Spring Confirmations have been scheduled but at this time no specific churches have been determined.  Below are the weekends Confirmation will take place in the Spring.

This Confirmation is for adults and youth from parishes outside the St. Peter Cathedral Vicariate.
Any youth, younger than grade 11 must be confirmed at this celebration.

PARISHES/SCHOOLS ELIGIBLE TO APPLY FOR PPP FOGIVENESS NOW
Parishes and schools were advised to wait to apply for PPP loan forgiveness in 2020 as lenders developed tools to make the application process more efficient. The Diocese now recommends parishes and schools contact their financial lending institutions to begin applying for PPP loan forgiveness in 2021. Please contact your lender for PPP loan forgiveness application requirements.

DISCONTINUATION OF FAMILIES FIRST CORONAVIRUS RESPONSE ACT LEAVE APPLY
As of January 1, no employer is required to continue FFCRA leave – it is completely optional.  Only the payroll tax credit part of FFCRA is being continued, as an enticement to employers to continue it voluntarily.  
 
If it creates a financial hardship for your parish, then you should not continue to offer FFCRA leave. If you choose to no longer offer FFCRA leave, please notify staff (in writing) that you will no longer be offering it.  Parishes do not have to allege an exemption to stop offering FFCRA leave.  
 
Of course, COVID absences will not go away.  Tim Thomas recommends employers put out a one-page memo to staff explaining FFCRA leave will be discontinued effective 1/1/2021 and reminding everyone of the regular sick leave policies.  Employers still have an obligation under the MIOSHA rules to ensure that employees with COVID symptoms do NOT come to work and NOT return to work until the CDC quarantine period has passed or they otherwise get a doctor’s clearance.  Anyone without paid sick leave would take those days unpaid.
 

2021 PRIEST ACCOUNTABLE REIMBURSEMENT REPORT FORM
The 2021 Priest Accountable Reimbursement Report Form with the mileage rate of .56 cents, effective January 1, 2021, can be found in Addendum #4 of this communicator. The form is also available on the Diocesan website under Administration/Policy Manuals/Diocesan Policies/Administration and Finance/Forms & Resources. NO CHANGE IN MICHIGAN MINIMUM WAGE FOR 2021
Michigan’s scheduled minimum wage increase has been postponed in 2021. The Michigan minimum wage $9.65 per hour. Under Michigan’s Improved Workforce Opportunity Act, passed in 2018, minimum wage increases will not go into effect if the state’s unemployment rate is higher than 8.5 percent. Should unemployment numbers rebound, the next minimum wage increase in Michigan would increase the rate of pay to $9.87 per hour in 2022.  Please see Addendum #5 for a poster outlining this minimum wage law. U.P. CATHOLIC NEWSPAPER COLLECTION - FEBRUARY 13TH-14TH, 2021
Parishes may take the optional UP Catholic Newspaper collection on February 13th, 2021.  Parishes should retain the proceeds of this collection to offset the expense of providing the newspaper to their parishioners.  Please do not mail a check to the diocesan office for funds collected. Please find a bulletin insert for this collection in the Bulletin Announcement section of this communicator.

MARQUETTE DIOCESAN CATHOLIC SCHOOLS COLLECTION - FEBRUARY 17TH/21ST, 2021
Parishes may hold the Marquette Diocesan Catholic Schools collection on February 17th  (Ash Wednesday) or February 21st (first Sunday of Lent). Please find a bulletin insert for this collection in the Bulletin Announcement section of this communicator. Parishioners can also donate to this collection online by visiting https://dioceseofmarquette.org/giving.
 
While not a diocesan collection, parishes are also encouraged to participate in the CRS Rice Bowl Lenten initiative in 2021. Materials and information can be found at crsricebowl.org.
 

COLLECTION REMITTANCE DEADLINES
Several diocesan collections are held in the early part of the new year. Please be sure to mark collection remittance deadlines on your calendar to ensure parishioner donations are transferred to individual organizations promptly for maximum impact. Please contact Irene McCauley with questions regarding parish remittance deadlines. 
 
Parishes held the Mission Collection on January 10th, 2021 to support the Black & Indian Mission, Catholic Home Mission, Solidarity Fund for the Church in Africa, and the Propagation of the Faith.  Please remit collection funds to the Diocese no later than February 28, 2021.
 
On February 14th, parishes will hold the optional U.P. Catholic Newspaper collection. Parishes should retain the proceeds of this collection to offset the expense of providing the newspaper to their parishioners.  Please do not mail a check to the diocesan office for funds collected.
 
The Marquette Diocesan Catholic Schools Collection 2021 will be held February 17th (Ash Wednesday) or February 21st (first Sunday of Lent). Please remit funds to the Diocese by April 30, 2021.
 

2022 COLLECTION SCHEDULE
Please see the Diocesan Collection Schedule for 2022 included in Addendum #6. This schedule and corresponding sample envelopes have been mailed to parish-identified envelope companies. If you have any questions about the 2022 Collection Schedule, please contact Irene McCauley.
 

SCHOLARSHIPS AVAILABLE
Looking for financial assistance with your college education?  Applications are now being accepted for the 2021 Bibianne Bessette Scholarship Fund.  The scholarships aid graduating high school seniors who are pursuing a college or vocational education at an accredited degree granting institution.  Consideration is based on academic achievement.  Applicants must complete the on-line application found at http://www.dioceseofmarquette.org/bbscholarshiplink and either mail an Official Transcript and ACT/SAT scores (via postal mail) to:  Bessette Scholarship Fund, Diocese of Marquette, 1004 Harbor Hills Drive, Marquette, MI  49855 or email transcripts to Irene McCauley.  Applications must be received no later than March 15, 2021.
 

PARISH/SCHOOL FINANCE COUNCIL REPORTING REMINDERS
  • Detailed minutes should be kept to document all key decisions made by Parish/School Finance Councils. The minutes need to clearly indicate the Finance Council’s review and approval of periodic financial statements (balance sheet and income statement as well as budget to actual), check register, annual budget, pay rates, and major expenditures.
  • As an additional level of control over cash disbursements, it is recommended all Parish/School Finance Councils receive a detailed check register identifying all disbursement made since the last meeting.  The listing should identify the check number, date, payee, and amount. 

DOCUMENT PRESERVATION REMINDER
The U.S. Justice Department has directed Bishop Doerfler to ensure that all data/documents related to the open investigation of sexual misconduct involving minors are preserved. Our attorney has prepared a letter listing all documents that are to be preserved in Addendum #7. Please read this document and take great care to ensure that none of the documents listed in the letter are destroyed. If you have any questions regarding the preservation or destruction of any documents, please contact Tim Thomas in the Department of Administration & Finance. Remember, always err on the side of caution regarding document preservation.
 

MAXIMUM 403(B) CONTRIBUTIONS FOR 2021
The maximum contribution for 2021 will remain at $19,500, unless the employee is age 50 or over. Members over 50 years of age will be allowed an additional “catch-up” contribution of $6,500 for a total of $26,000.

Support your parish by supporting The U.P. Catholic Newspaper collection on February 14th, 2021. Your donation goes to your parish to help pay its portion of the subscription cost for the diocesan newspaper, which is mailed to all registered Catholic households. If your parish does not take up this collection, you can still contribute by placing your donation in an envelope marked “The U.P. Funds from this collection support all nine of our Catholic Schools in their mission to teach our Catholic Liberal Arts curriculum, which forms our children both spiritually and academically. Your support provides critical tuition assistance for families who might not otherwise be able to send their children to a Catholic school.
